Captain Neville Colburn suffered a fatal heart attack while jogging on the track at the Honolulu Police Training Academy, in Waipahu, while participating in his department’s fitness program.
He was found on the track unresponsive and transported to Queen’s Medical Center-West Oahu, where he was pronounced dead.
Captain Colburn had served with the Honolulu Police Department for 22 years and was the commander of the Police Training Academy. He is survived by his wife, three daughters, mother, and brother.
Neville Stanley Kealii Colburn passed away on February 23 in Honolulu, Hawaii. “Toby”, as friends knew him, was born in 1971 on a United States military base in Panama. He spent his childhood years in Hawaii, Washington, and Oregon.
A 1989 graduate of Newberg High School, Toby was a 22-year veteran of the Honolulu Police Department, and had recently graduated from the FBI National Academy.
Toby is fondly remembered for his friendly personality and engaging sense of humor. A man of honor and integrity, he was always willing to go out of his way to help others, and had dedicated his life to public service.
At 43 years old, Toby is survived by his three daughters: Megan (13), Amanda (12) and Rebecca (7); his brother Brian, of Connecticut; and mother Christine, of Newberg.
