Trooper Christopher Skinner was struck and killed by a hit-and-run driver on I-81 in Broome County.
He was conducting a traffic stop just north of Exit 6, between Chenango Bridge and Castle Creek, when he was struck. The driver who struck him continued driving up the interstate until stopping and running into the woods. He was apprehended approximately one hour later following a search of the area.
Trooper Skinner had served with the New York State Police for 13 years and was assigned to the Traffic Incident Management. He was survived by two children, mother, brother, and fiance.

BINGHAMTON, N.Y. (WIVB) – A state trooper was killed Thursday after police say he was intentionally struck by a vehicle around noon on I-81 in Broome County.

Authorities say Trooper Christopher Skinner was conducting a traffic stop north of Exit 6 between Chenango Bridge and Castle Creek when he was struck by a pickup truck driven by Almond Upton of Melrose, Florida. Trooper Skinner was killed instantly.

Police say 60-year-old Upton admitted intentionally hit two cars driving north, causing minor injuries to one driver. He then continued approximately one mile before police say he intentionally struck Trooper Skinner and sideswiped the vehicle Trooper Skinner had pulled over. According to authorities, Upton continued a short distance before stopping and running into the woods.

He was taken into custody around an hour later after a search. He was found naked after being tracked down by a police dog, but authorities say Upton did not appear to be drunk or on drugs.

Police say it is unclear why Upton intentionally struck Trooper Skinner. Authorities say he told officers he had been driving to Connecticut to visit his mother.

Upton is being held in Broome County Jail without bail on one count of first degree murder.

Trooper Skinner was a 13-year veteran of the State Police, having worked in Troops C, E and G. He was assigned to the Traffic Incident Management Unit in June 2008.

Trooper Skinner is from Binghamton and is survived by his mother, Sharyn, brother, Shawn, fiancé, Surrena, and two children, 15-year-old Kyle and 12-year-old Erin. Trooper Skinner was 42-years-old.

    Your watch is over. U have done a excellent job for the people of New York State. I worked in Pa in law enforcement both county and state.
