Ranger Kenneth Betancourt and Ranger Félix Rodríguez were shot and killed while confronting three men who were had jumped a fence at the agency’s headquarters building in San Juan at approximately 1:00 am.
Both rangers had been assigned to a security detail at the headquarters. As they confronted the trespassers the men opened fire on the rangers, who were able to return fire. Ranger Betancourt and Ranger Rodríguez both suffered fatal wounds during the shootout. One of the suspects was also wounded.
The suspects stole the patrol car and gun of one of the rangers and then fled. All three were arrested a short time later after police received a telephone tip from a witness.
Ranger Betancourt is survived by his two young children.

DNER vigilante murder was to steal a firearm

Claimed two lives for stealing a firearm.

Two officers of the Corps of Rangers of the Department of Natural and Environmental Resources (DNER) were killed yesterday morning while working as security guards at the headquarters of Rio Piedras, in the midst of an assault.

A student chef and two offenders with criminal records of controlled substances by decanting arrived at the building at about 12:40 am and jumped the concrete fence on the left, into the public complex.

Thieves armed with a pistol Smith & Wesson .45 caliber, a knife, 21 inches long with steel out a gun with blanks, they headed to the dugout where Gomez was Felix Rodriguez, a supervisor of 21 years who was shot in the left side of the chin.

Upon hearing the gunfire they came upon the guard Kenneth Betancourt Camacho, 29, who faced them with his gun regulation, hitting one of the offenders with two wounds in his left leg.

However, Betancourt died within 50 feet of his friend Felix, a result of wounds sustained in the face, forearm and the left side.

The individuals stole the weapon Rodríguez Gómez regulation boarded the bus and the young guard Toyota Tacoma murdered, with which rammed the gate of the building, which was closed with a chain and padlock, and escaped.

Then they moved to the grounds of the urbanization Santiago Iglesias, where the bus left for Rodriguez Gomez and boarded a burgundy Suzuki Baleno with which they moved to urbanization Sierra Bayamón, where he lived one.

Thanks to citizen cooperation individuals were arrested in the area for the agent Hector Merced, Bayamón North precinct.

Suzuki Baleno The vehicle was registered to Leroy’s stepmother Rose Santana, 21, a student chef, whom his father allowed him to use his vehicle to attend their classes.

His companions were identified as Angel Santana Espinel, 20, a resident of residential San Fernando and Jonathan Ortiz Torres Santiago, 23, a resident of St. James Church.

Both have criminal records for violation of the Controlled Substances Act.

"That’s part of the investigation, but we understand that the motive was theft of the firearm regulation of these comrades," said Police Superintendent Jose Figueroa Sancha, the crime scene, after unveiling which was reported with the U.S. Attorney Rosa Emilia Rodriguez to assume jurisdiction as part of the partnership between the state and federal authorities.

"The U.S. Attorney’s Office and the FBI have responded to this crime. The FBI activated its evidence recovery team and is working jointly with the Police of Puerto Rico and the state Justice Department, "said FBI spokesman Harry Rodriguez.

The case was investigated preliminarily by the Homicide agent Reinaldo Martinez and Rebeca Carrasquillo tax.

Until the scene moved the sergeant Carlos Leon, the Corps of Rangers, who admitted he faced some personal problems at the agency.

"Tremendous peers, is a sad news, I hope that does not happen again, and what we have is staff shortage. We do night guard. Among the work we do we are agreed. We work well, so we specialize in security guards, "he said.

A year ago the guards began to perform the security guard after canceling the contract they have with a company of private security guards because of cuts in Fiscal Emergency Law 7.

But yesterday Daniel Galán Kercado secretary warned that the Rangers Corps staff will remain in office by security guards.

Meanwhile, Gov. Luis Fortuño sent a message of condolence to the families of the two guards killed. "This violence has no place in our society," the CEO said during a news conference.

The Governor argued that the guards are trained and armed personnel and expressed no objection to the safety functions allocated to them from the Law 7, supporting the determination of Kercado Galan.
